WebMatrix is everything you need to build Web sites using Windows. Should be able to handle a few other technologies that it cannot ( such as MVC). It should be noted however that Visual Studio is Microsoft's primary IDE and rightfully so and it will be able to do everything that WebMatrix can do and In terms of preference, that is completely up to you if you prefer using WebMatrix over Visual Studio.
